Public Notice - Weatherization Bids

Notice is hereby given that one (1) bid package for weatherization services for a period of one year is being released by Gateway Community Action Partnership and bid proposals are being requested for this work in Cumberland, Gloucester and Salem counties. The Bid Documents and Specifications are on file and may be examined and obtained at 110 Cohansey Street, Bridgeton, New Jersey, Monday through Friday between 8:00 am and 4:00 pm. starting on June 15, 2026. Document WILL NOT be mailed or emailed. No bid will be received by mail or email, and all bids shall be submitted on the bid form furnished by Gateway. For further information please contact Tim Finch at (856) 455-5900. Sealed bids must be returned to our office by 10:00 AM on Monday, June 29, 2026. No bids will be accepted after this appointed time and date. Sealed bids will be opened on Monday, June 29, 2026 at 11:00AM. No bid shall be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the consent of Gateway. This bid package "Energy Conservation Services Project 2026" is strictly for Weatherization Measures. This bid package is for a period of one year. Gateway reserves the right to reject any of all bids and reserves the right to waive any informality in the bids and to accept the bid and award the contract to the bidder which, in its best judgment, best serves the interest of Gateway. The bid must be enclosed in a sealed envelope, properly endorsed with the name of the bidder, with the destination, "Energy Conservation Services Project 2026" and hand delivered to Gateway Weatherization Assistance Program, 110 Cohansey Street, Bridgeton, New Jersey 08302. Bidders are required to comply with the provisions of NJSA 10:2-1 through 10:2-4 and Public Law 1975 c.127 dealing with discrimination in employment on public contract. Gateway Community Action Partnership Names Edward Bethea, CCAP, as Next President and Chief Executive Officer

The Board of Directors of Gateway Community Action Partnership announces the appointment of Edward Bethea, CCAP, as the organization's next President and Chief Executive Officer, effective November 1, 2026, upon the retirement of Founder and CEO Albert B. Kelly, CCAP. Bethea currently serves as President and Chief Operating Officer of Gateway CAP and has been serving as the agency's President during the leadership transition period initiated earlier this year. The Board's appointment follows the recommendation of Gateway CAP's Transition and Search Committee, which unanimously endorsed Bethea as the organization's next chief executive based on his decades of service, demonstrated leadership, extensive operational knowledge, and commitment to the agency's mission. Gateway WIC program services available   Gateway Community Action Partnership operates the Special Supplemental Nutrition Program for Women, Infants & Children (WIC) in Atlantic, Camden, Cape May, Cumberland and Salem counties.   The program provides supplemental foods, nutrition education, lactation support, immunization education and health care referrals to income-eligible pregnant women, new mothers, infants and children up to age 5.   Gateway WIC serves more than 20,000 clients annually through flexible hours through its eight (8) offices. Services are available onsite and remote.   WIC is an equal opportunity employer and provider. Gateway CAP and WinnDevelopment Launch $33 Million Rehabilitation of 177-Unit Affordable Housing Complex in Atlantic City

WinnDevelopment, the development arm of the WinnCompanies, announced today it has launched $33 million in renovations to dramatically upgrade living conditions at Garden Court Apartments in Atlantic City, NJ, a key source of affordable housing for hospitality workers. WinnDevelopment and the New Jersey nonprofit, Gateway Community Action Partnership (CAP), acquired the 177-unit, 20-building complex on February 26, paying off more than $10 million in debt and securing Low Income Housing Tax Credit financing to convert the rent-controlled community into deed-restricted affordable housing for the next 45 years. With 135 one-bedroom units and 42 two-bedroom apartments, Garden Court has helped house Atlantic City’s workforce since 1985, when it was built with financing the New Jersey Housing and Mortgage Financing Agency (NJHMFA) and the Atlantic County Improvement Authority (ACIA). Gateway Community Action Partnership Announces Planned Retirement of President & CEO Albert B. Kelly, CCAP Leadership Transition Plan Includes Interim Appointment of Edward Bethea as President & COO

Bridgeton, NJ — March 27, 2026 — Gateway Community Action Partnership (Gateway CAP) today announced the planned retirement of Albert B. Kelly, CCAP, President and Chief Executive Officer, effective November 1, 2026, marking more than four decades of leadership and service to the community. To ensure a smooth and strategic transition, the Board of Directors has approved a temporary division of leadership responsibilities. Effective March 27, 2026, Edward Bethea will assume the interim role of President and Chief Operating Officer. Kelly will continue in his role as Chief Executive Officer through his retirement. Upon his retirement, he will transition to the honorary title of President and CEO Emeritus. The Gateway Board of Directors will assemble a search and transition committee in April to begin identifying a permanent successor. (Click link for more info)

Millville WIC Office to Close April 27, 2026

Gateway Community Action Partnership, which operates the Special Supplemental Nutrition Program for Women, Infants & Children (WIC) in Atlantic, Camden, Cape May, Cumberland and Salem counties, will soon close its Millville WIC office. The Gateway WIC office at 811 W. Main Street, Suite F in Millville will close permanently on April 27, 2026. Beginning May 4, 2026, clients can visit the program at either its Vineland or Bridgeton locations. The Gateway Bridgeton WIC office is located at 10 Washington St., Bridgeton, NJ 08302. Hours are Monday, Tuesday, Thursday & Friday from 8 a.m.-4:30 p.m. and Wednesday from 8 a.m. to 5:30 p.m. Call (856) 451-5600 for more info. The Gateway Vineland WIC office is at 610 E Montrose St., Vineland, NJ 08360. Head Start families to be “hands on” with Barn Studio in Millville

Children from Gateway Community Action Partnership’s Head Start programs and their families will take part in a virtual “hands on” pottery experience with The Barn Studio of Art, 814 Whitaker Ave., Millville this winter. Barn Studio activities for Gateway’s centers includes 184 children from Cumberland County Head Start centers from November 1, 2022 through January 31, 2023. Children in the River’s Edge Head Start and Cheryl Chadwick Early Learning Center in Bridgeton, as well as students at the Vineland II and Vineland III Head Start centers will participate. Children will enjoy a hands-on clay arts experience and a gallery showing and creative art experience as part of the program.
